New chief executive takes over at Trading Standards Institute

This month Leon Livermore takes up his role as the new chief executive of the Trading Standards Institute.


He joins as the profession continues to evolve in its role at the forefront of providing a service designed to protect economic, trading standards and consumer interests at local, regional and national level.



Leon's been involved in trading standards for 25 years as the service has changed to meet the needs of the communities and businesses it serves, and he's looking forward to making sure the TSI consolidates its position at the heart of policy-making as it continues to deliver despite rising challenges and responsibilities.



 "Trading standards certainly have fewer resources now but we have a greater influence than ever," he said. "We're now working towards a point where we are politically central to both local and national government."



Leon Livermore assumes his new role as the consumer protection landscape takes on a different complexion and the TSI takes over responsibility for codes of practice from the Office of Fair Trading through the new Consumer Codes Approval Scheme (CCAS).



“This is a really exciting time for me to be joining the Institute,” he said. “The Trading Standards Institute and profession have a history of high quality delivery.  The Government's confidence in us in taking on the new consumer codes shows the belief that Consumer Minister, Jo Swinson has in our ability to make a real difference in the new consumer landscape. Trading standards certainly have fewer resources available now and we need to listen to professionals, consumers and legitimate businesses to make sure that we support them in their aspirations during these tough times. But we are up for the challenge and I look forward to placing us at the heart of national and local government plans.”

Leon Livermore

After 25 years in local government, Leon Livermore (45) joined the TSI as its chief executive in February 2013 taking over the reins on the retirement of Ron Gainsford in April 2013. Leon started his career in Kingston-upon-Thames as a trainee trading standards officer. After qualifying he spent another eight years working for Kingston before moving to Westminster where he established a 24-hour multi-agency in the West End. In 2003 he moved to Cambridgeshire where he enjoyed a successful 10 years managing various services including trading standards, waste management and the environment team. He finished at Cambridgeshire as head of supporting businesses and communities, a role that brought about a real culture change and focus on what was important to people. Success during his time at Cambridgeshire included winning Beacon Status and the National Business Awards as well as establishing the first Community Alcohol Partnership and Kick Ash. He also played a key role in Cambridgeshire's Total Places Pilot.


Trading Standards Institute (TSI)

TSI is a training and membership organisation that has represented the interests of the Trading Standards profession since 1881 nationally and internationally.  We aim to raise the profile of the profession while working towards fairer, better informed and safer consumer and business communities.
