CTSI is excited to announce that we are now accepting bookings for this Live Webinar Training Course covering the principal areas of the DMCC Act 2024 which are particularly relevant to Trading Standards Professionals - the first in our new series of Law in Practice training modules.
We are also very pleased to confirm that the training will be delivered by Sylvia Rook, David MacKenzie and Jemma Cox - the three CTSI Lead Officers who have worked closely with the Department of Business and Trade (DBT) on the drafting of the legislation. And each session contributes 3 hours CPPD.
Part of our new Law in Practice series
Our DMCC Act webinars are the first in a series of Law in Practice training modules and related resources - including online training, face-to-face meetings, 'ask-the-expert' seminars, and exclusive Conference events - all intended to tackle legislation likely to impact the Trading Standards Profession.
Future training in the series will cover similar 'hot-button' legislation, such as the Tobacco & Vapes Bill, and the Product Regulation and Legal Metrology Bill, amongst others.

This course has been designed to:
Provide attendees with a solid introduction to the DMCC Act. In particular, it will focus on:

- The way in which the Act replaces Part 8 of the Enterprise Act 2002
- The new Civil Enforcement Regime and monetary penalties
- Its provisions for replacing the Consumer Protection from Unfair Trading Regulations 2008
- Drip Pricing
- Fake Reviews
- How Trading Standards Officers' powers are affected.
It will also briefly cover:

- Alternative Dispute Resolution (ADR).
The course is essential for all professionals who wish to understand the changes to consumer protection legislation and how it affects their role. By the end of the course, delegates will be aware of all the changes being introduced by the Act and be able to implement them into their role.
The Criminal and Civil implications of the Act
The training will be split into two parts. The first part (Part 1), presented by Sylvia Rook, will cover the Criminal implications of the Act. And the second part (Part 2), presented by Jemma Cox and David Mackenzie, will cover the Civil implications of the Act.
Part 1: Criminal Implications

Our Trainers/Presenters
Sylvia Rook - FCTSI and CTSI Lead Officer Fair Trading
Sylvia Rook is a Lead Trading Standards Officer, Chartered Trading Standards Practitioner and Fellow of the Chartered Trading Standards Institute (CTSI), with nearly 40 years’ experience in the field of consumer law.
As well as advising businesses and investigating allegations of criminal offences in her day job for Warwickshire County Council, she is also a Lead Officer for CTSI and a national spokesperson on Fair Trading matters, frequently appearing on consumer programmes on television and radio. She works closely with the Policy Team at CTSI and, has been heavily involved with the Trading Standards input to the drafting of the Digital Markets, Competition and Consumer Act.
Sylvia is an accredited trainer for the Chartered Trading Standards Institute, training businesses, consumer advisors and Trading Standards Professionals, and is a member of the CTSI Qualification Panel and CTSI Council.
Jemma Cox - CTSP and CTSI Lead Officer for Civil Law
Jemma Cox is a CTSP working for Shared Regulatory Services, within the Vale of Glamorgan Council in South Wales and has worked in consumer law for over 18 years, 15 of those in Trading Standards.
She is a PGCE qualified tutor who has taught law and business at Cardiff University for over 16 years. Her role as CTSI Lead Officer for Civil Law has seen Jemma representing her trading standards colleagues in many areas including in the media, government consultations and helping to shape legislation such as the DMCC Act and CTSI Policy, as a member of the Policy Committee.
Jemma is the Trading Standards Wales Lead Officer for Training and Professional Development, a member of the CTSI Welsh Branch Executive and hosts a podcast, 'Ask the Regulator', which promotes the work of regulatory services. She is also a trainer, examiner and moderator on the CTSI Qualification Framework and writes business guidance for Business Companion.
David MacKenzie - CTSP and CTSI Lead Officer e-Commerce
David MacKenzie started in Trading Standards in 1991 and is currently Manager of the team at The Highland Council in northern Scotland, having served many years as an operational officer.
His roles as CTSI Lead Officer for e-Commerce and past Chair of the Society of Chief Officers of Trading Standards in Scotland (SCOTSS) has enabled him to push the Trading Standards case with ministers and government officials in both London and Edinburgh over a number of years. A prominent recent example was working with fellow Lead Officers and the CTSI Policy team on the progression of the DMCC Bill through Parliament.
In addition to his specific experience on e-Commerce, David has focused mostly on Fair Trading matters throughout his career. An additional perspective comes from his overseas work advising governments and delivering training in Europe, Africa and the Middle East on consumer protection matters.
