Legal Metrology and Product Safety Training Programme


CTSI and FAAB Training are working in partnership with the Office for Product Safety and Standards (OPSS) to deliver a funded programme for building LA capability, with Product Safety and Legal Metrology training to all local authority practitioners throughout the UK. It is offered free-of-charge to local authority practitioners.

Practical Liquid Fuel Measuring Instruments

This course is suitable for Local Authority Weights and Measures Officers and trainees and will be held at Warwickshire Trading Standards over two days. Delegates will need to attend both days.

Learning outcomes: 

The programme will include the following:

  • What a forecourt dispenser is
  • What legislation covers dispensers
  • The construction of a dispenser
  • Ancillary and peripheral components of a dispenser system
  • Tests to apply to a fuel dispenser, ancillary and peripheral devices
  • Practical testing of a fuel dispenser

Market Surveillance vs Enforcement

This training is designed for Trading Standards professionals and regulatory enforcement officers who need to develop their understanding of market surveillance. It is also suitable for those seeking a refresher on this key area.

 

Learning outcomes:

  • Know the difference between the activities of market surveillance and enforcement in the context of trading standards.
  • Understand the strategic process of market surveillance and how tactical enforcement relates to it.
  • Explain how market surveillance is used to inform tactical enforcement decisions.

Construction Products (Insights and Interventions)

This training is designed for local regulators involved in the oversight of construction products, particularly those responsible for identifying, inspecting and intervening in cases of non-compliance.

Learning outcomes:

By the end of this course, participants will be able to:

  • Understand the context: Define what constitutes a construction product and explain its significance in terms of safety, regulation, and economic impact.
  • Target effectively: Identify high-risk construction products as flagged by OPSS and understand the rationale for prioritisation.
  • Identify and inspect products: Accurately recognise and target select construction products for regulatory intervention.
  • Access resources: Locate and use relevant guidance, instructions, and authoritative materials to support interventions.
  • Conduct physical inspections: Understand how to perform compliance checks, including physical inspections where safe and practical, and to recognise signs of non-compliance for certain product types.
  • Verify compliance: Critically assess documentation and declarations of conformity to ensure compliance with standards and the construction product regulations.
  • Report and share outcomes: To know the process for informing OPSS of regulatory interventions and outcomes.

Cosmetics – Refresh and Update of Key Principles in Great Britain

Measuring Instruments Directive

This course is aimed at those Inspectors of Weights and Measures that are looking for a reminder and updates on those instruments that are covered by the Measuring Instruments Regulations 2016 and the various amendments that have changed it since the UK’s departure from the EU. There will be a discussion on the various types of automatic weighing instruments, liquid fuel measuring instruments, capacity serving measures and material measures of length.

Learning outcomes: The delegate will have a more detailed understanding of the instruments covered under the Measuring Instruments Regulations 2016 and the requirements when they are placed on the market or put into service.

Battery science and product safety

This training is aimed at Product safety specialists and generalists investigating product safety issues involving batteries.

Learning outcomes: By the end of this course delegates will be familiar with the way in which batteries store energy, and the risks associated with this, and apply the relevant product safety legislation to management of these risks in both the pre and post market. The programme will include examples of PRISM risk assessment of battery-operated products, as well as a discussion of risk tolerability.

Weighbridge Testing in compliance with NAWI Regulations 2016

This course is aimed at those candidates that have begun the S73 Examination to be an Inspector of Weights and Measures and are looking for practical guidance and experiences on how this should be done.

This training will be taking place at Axle Weight Technology Ltd (Axtec) in Runcorn. Delegates are required to attend both days.

Learning outcomes: This course will give the candidates a good training on both the theory and practice of the verification of large capacity non-automatic weighing instruments. It will include a classroom element with a discussion of the principles of testing a large capacity weighing instrument and a practical experience of doing this.

An Introduction to the Packaged Goods Regulations 2006

The course is an introduction to the Packaged Goods Regulations 2006. It will consider some of the statistical principles necessary to understand the Regulations and we will have a detailed look at each of them and what they mean to an Inspector of Weights and Measures. There will be an explanation of how to carry out a practical weights and measure check and the paperwork that can be used for this.
