Legal Metrology and Product Safety Training Programme


CTSI and FAAB Training are working in partnership with the Office for Product Safety and Standards (OPSS) to deliver a funded programme for building LA capability, with Product Safety and Legal Metrology training to all local authority practitioners throughout the UK. It is offered free-of-charge to local authority practitioners.

NEW! Software and Legal Metrology

Who is the training aimed at: 

This new course is aimed at introducing Weights and Measures Inspectors to the role and significance of software in weighing and measuring instruments and how inspectors can practically enforce this.  It is also applicable to apprentices or trainees who have started their training for their weights and measures module.

Learning outcomes: 

Software is becoming integral to legal metrology and its complexities continuing to evolve as weighing instruments become increasingly networked. This presents new challenges for Trading Standards Officers in regulating the market to ensure instruments remain compliant and the ‘level playing field’ maintained.  We will look at:

  • What are legislative controls on software 
  • What guidance is available on software
  • What are the software issues for Inspectors of Weights and Measures
  • How is software identified, protected and secured
  • How do the Type Examination Certificate’s and modular certificates impact on software
  • Increasing our awareness and knowledge with use of a case study.

Construction Products (Face to Face)  

Who is the training aimed at: 

This face-to-face training is intended for Local Authority regulators responsible for the oversight of construction products, particularly those involved in identifying, inspecting and taking enforcement action in cases of non-compliance. It will be delivered as an interactive workshop, featuring construction product case studies, suitable for regulators operating at ports, borders and elsewhere.

Learning outcomes: 

By the end of this course, delegates will be able to:

  • Understand effective approaches for checking, inspecting and regulating imported construction products, with a focus on imported float glass and insulating glass units (double glazing). 
  • Use the new Product Information Pack on insulating glass units to support regulatory decision-making.
  • Be familiar with other key sources of information on construction product regulation and enforcement. Use these sources and shared learning materials to:
    • Review and interpret product standards (including Annex ZA).
    • Connect essential characteristics to the Declaration of Performance (DoP), using DoP guidance and checklists.
    • Understand marking and labelling requirements for construction products.
  • Gain an insight into current topics of interest, including the Single Regulator model and proposed reforms to construction product regulations.

Intelligence Management 

Who is the training aimed at: 

The training is aimed at law enforcement officers who use the National Intelligence Model or the Intelligence Operating Model and to provide officers with details of the use of intelligence in investigations and how to record, grade and evaluate information from a number of sources.

Learning outcomes: 

At the end of the session officers will be able to:

  • Describe how intelligence can be used to direct investigations
  • Explain the structure of the IOM
  • Outline the key elements of the IOM and how they apply both nationally and locally
  • Explain what a P.I.E. plan is
  • State the Source, Intelligence and Handling codes (S.I.H)
  • Outline how the S.I.H. codes can be used
  • Describe how to sanitise intelligence logs
  • Outline what is meant by personal and problem profiles
  • Explain how to share intelligence
  • Apply their knowledge to given scenarios

Electrical Product Safety

Who is the training aimed at: 

This training is aimed at anyone dealing with the compliance of electrical products who needs to be able to read and analyse electrical safety screening test reports and produce robust and plausible risk assessments.

Prior knowledge needed:

No prior knowledge of electrical theory is necessary, but an understanding of the PRISM risk assessment methodology (or other similar risk assessment methodology) is required, and participants should at least be familiar with electrical products and have previously seen typical electrical safety laboratory screening test reports.

Learning outcomes:

At the end of the training participants will be able to:

  • Describe the applicable legislation
  • Describe basic electrical terminology
  • Describe the relationship between voltage, current and resistance; the main electrical power sources; Class I, Class II and Class III constructions; the factors affecting severity of harm  
  • List the useful effects of electrical current flow and its uses in products; describe its dangers
  • Describe the key electrical tests found in typical electrical safety standards, what they mean and how they relate to consumer injuries
  • Analyse and evaluate electrical safety screening test reports
  • Create a robust and plausible risk assessment
  • Describe the technical documentation required for electrical products

Weighbridge Testing in compliance with The Non-automatic Weighing Instrument Regulations 2016 and EN45501 (2-day course) Face to Face training

Who is the training aimed at: 

This course is aimed at those candidates that have begun the S73 Examination to be an Inspector of Weights and Measures and are looking for practical guidance and experiences on how this should be done.

Learning outcomes: 

This course will give the candidates a good training on both the theory and practice of the verification of large capacity non-automatic weighing instruments. It will include a classroom element with a discussion of the principles of testing a large capacity weighing instrument and a practical experience of doing this.

Safe Not Scary: Legal Duties for Halloween Costumes

Who is the training aimed at: 

A focused 1-hour session equipping Trading Standards professionals with the key compliance requirements for Halloween and fancy-dress costumes. Learn to assess risks, understand labelling and flammability standards, and identify enforcement priorities in seasonal markets.

Learning outcomes: 

By the end of this course, participants will:

  • Understand the key legal frameworks governing Halloween and fancy-dress costumes, including the General Product Safety Regulations and relevant toy safety laws.
  • Recognise when a costume is classified as a toy and how this affects labelling, conformity assessment, and technical documentation requirements.
  • Identify flammability risks associated with costumes, especially those for children, and understand the relevant safety standards.
  • Assess whether costumes are correctly labelled and marked, including age warnings, usage instructions, and CE/UKCA compliance
  • Apply appropriate enforcement actions and interventions where non-compliance is identified, using tools available to Trading Standards.

WEEE & Battery Takeback Regulations

Who is the training aimed at:

This training is designed for Trading Standards professionals and regulatory enforcement officers who require an introduction to the WEEE and battery takeback regulations. It is also suitable for those seeking an understanding of how businesses need to comply and covering in particular vapes retailers and how to refer non-compliant businesses to OPSS. The Single Use Vape Ban on 1st June 2025, will equip TS officers with knowledge of the vape takeback and can be checked during their operations. It will also include information on the recycling of seized vapes after the ban and how TS officers can ensure this is done correctly.

Learning outcomes: 

By the end of this course, participants will:

  • Gain a foundational understanding of the WEEE & Battery takeback regulations.
  • What questions and observations to check for WEEE compliance.
  • How to report non-compliance of retailers, especially vape retailers.
  • What to consider for the recycling of seized vapes.

This training provides crucial insights for those engaging with businesses to ensure compliance in particular to vape retailers, due to the forthcoming legislation and enforcement.

Technical Documentation:  From Theory to Practice

Who is the training aimed at: 

This training is for Trading Standards professionals who review product compliance documentation, including test reports and Declarations of Conformity, and wish to develop their practical skills and confidence.  It is suitable for those new to this work, needing a refresher, or seeking practical tips to enhance their assessment skills.

Learning outcomes: 

By the end of this course, participants will:

  • Understand the information that should be found in a technical file in simple terms.
  • Identify which documents to prioritise during compliance checks and what they should contain.
  • Recognise common issues and red flags in a range of technical documentation.
  • Develop practical skills and confidence in reviewing technical documentation for regulated products, including toys, cosmetics, electricals and construction products.

Product Safety Database: Notifications, Reporting and Data Quality (GB ONLY)

Who is the training aimed at:

The training is intended for newly appointed TSOs, as well as for experienced officers who may require a refresher and any TSOs utilising the OPSS Sampling Protocol.

Learning outcomes: 

By the end of this course, participants will:

  • Be aware of the PSD Annual Report and the importance of accurate data entry
  • Understand the product safety and non-compliance notification requirements set out in legislation, and how to meet these using the Product Safety Database
  • Referring issues to OPSS under the nationally significant, novel or contentious criteria; how to do it, what each criterial means
  • Understand how to submit products for publication on the Product Recalls and Alerts website, and in which circumstances this would be required
  • Understand how to submit a PSD Notification under the OPSS Sampling Protocol including what information is required, how to create a draft notification and how to stop this notification expiring after 90 days
  • Be aware of recent and upcoming digital developments on the PSD
