This online session provides a practical overview of the important role Trading Standards plays in safeguarding vulnerable adults from abuse and exploitation. Participants will explore the overlap between Trading Standards' regulatory enforcement responsibilities and a Local Authority's statutory duties under the Care Act, with a focus on situations where paid carers fail to provide a reasonable standard of service, giving rise to regulatory or criminal offences.
Learn how to recognise indicators of abuse, support vulnerable victims and witnesses, work effectively alongside safeguarding teams, and take confident enforcement action to better protect vulnerable adults within your community.
About this Training Course
Who is this course suitable for:
This course is aimed at Trading Standards Officers and other enforcement professionals who may encounter vulnerable adults at risk of abuse, neglect or exploitation. It is suitable for both experienced officers and those looking to develop their understanding of safeguarding responsibilities and the role Trading Standards can play in protecting vulnerable consumers.
By the end of this session, participants will:
- Understand the legislative background and statutory duties relating to adult safeguarding and the Care Act
- Recognise different forms of abuse, including abuse within commercial services and abuse of a position of trust
- Understand how scams, consumer detriment and safeguarding issues can overlap
- Feel more confident supporting vulnerable witnesses and understanding issues relating to capacity
- Identify opportunities for Trading Standards to intervene and protect vulnerable adults from abuse and exploitation
- Learn practical lessons from a groundbreaking Trading Standards investigation and successful prosecution involving a paid carer

Chris King
Chris is a highly experienced investigator and trainer, specialising in the prevention of doorstep crime, scams and consumer fraud. He has recently left his role as head of regulatory services at a West Midlands Council to specialise in providing training and consultancy services. Chris delivers engaging and interactive training to practitioners, which aims to provide knowledge, confidence and processes to deliver vital enforcement services at a local authority level.
